Mixed personality thing makes little sense. Having more than one personality in body is simply nutty. Should be Data alone mixed with more human aspects. It always was. Lore was a monster. It was always amazing how you would hate Lore and absolutely love Data. Not only did they look identical, they would use those many camera tricks to make them look like there were truly two of them. However, it was Brent Spiner’s acting that was the reason. Only two possibilities I could think of that would make sense for the changelings to want to bring in the Borg if that's their plan. Firstly this group is already controlled by the borg seems simple enough. Secondly they control some portion of the borg. It is possible the great link is in essence a semi hivemind so maybe enough changelings together could overpower the collective. Unlikely but possible as that is it makes more sense than them wanting to bring the borg in just to take it to the fed as once the borg assimilate the fed and AQ nothing will stop them from eventually heading to the GQ.

Im not convinced its about the borg connection. The other possibility is they may both have Shalaft syndrome. I'm not sure if the intention was for picard to have 2 genetic brain conditions or if it was a retcon changing it from shalaft to irumudic syndromes. Noting that Shinzon also had the same disease and he had no borg connection just like Jack.

My Prediction: Locutus of Borg returns. The changelings will pump Picard's dead body with Borg nanoprobes and Jack's blood, the nanoprobes use the dormant link Picard has had to the Collective and the dormant personality of Locutus and he basically resumes his last mission - travel to Sector 001 and assimilate Earth. We've seen Borg technology reviving dead drones in Star Trek Voyager. It would actually play perfectly into why Shaw’s backstory is Wolf 359 and both him and Picard (and Seven to a degree too) will have to confront this common Borg trauma again.

This whole episode was so well done. A lot of fan service, but it was well integrated into the plot. But this scene was really something else. The way they filmed the scene, and constructed this set, calls back to the scene where they activate B4 for the first time, and the music, not just that theme, the whole thing is so close to the music at the end of nemesis with B4 and Picard. This was heartbreaking...
