Hello! There are chairs in the lobby so you can wait in the lobby, but it might be difficult to wait if it's crowded because there's not that much space.

Shibuya is a particularly popular town and I'm sure there are plenty of guests staying there even if they raise the prices... 😅

Sorry for the late reply💦. The train was passing close to our room, but the noise was hardly noticeable! But maybe it was because the room we stayed was on the 8th floor and it was a high floor.

I'm not sure if they speak English, but 80% of the guests were foreign tourists, so they probably do. 👍🏻
