I May be too niche but my area of expertise is Fiscam IT Audits, IT Financial Improvement Audit Readiness. Currently doing market research to figure out which agencies and primes would be my customer,

I don't think you can ever be too niched down. You want to walk your niche back up higher until you get to the point they're awarding contracts and then find the small business prime. For example, probably a lot of financial management contracts - who does there audits. Or could you help the prime (who probably can't audit themselves) prepare for audits so they pass with flying colors. Connect with me on LinkedIn if you haven't.
