If my R&P unit is leaking from the dust cover just below the splines connecting to the steering shaft would it be safe to assume it’s time to replace? I’m getting some slight wandering, and my rover has 138k mi

So, given the circumstances of not being with your vehicle. I'll hedge my statement by saying ensure that you eliminate possible fluid leaks from other systems that may have made its way onto to the R&P. However, I think we can agree that there's really nothing in that area that could leak onto the R&P and especially on the top of the steering shaft. Although racks can be rebuilt, it's an enclosed system and "healthy" racks shouldn't leak from anywhere. If you have definitively identified a leak at the splined shaft, I think it's relatively safe to say that its time to replace or if you have the skill, rebuild. Another culprit to help support your diagnosis would be loss of Power Steering fluid at the reservoir.

Good points, thanks. You should consider doing wheel bearing & hub replacement video - though it looks like your rover doesn’t need that just yet..
