Not a big enough deal to ever watch one of Seagal's movies, for the love of God don't do that to yourself, but a big enough deal to make him by a wide margin instead by a very wide margin. In case someone is actually interested, the voice double is because they decided to change the story in post production, and some lines had to be redone, and his majesty Steven Seagal couldn't be bothered to go and rerecord those lines, obviously because he cares so much about these movies, so they just had some guy who kinda sounds like him basically dub over him.

The problem is the movie's plot got changed by the production company. They watched the original "Harvester" which was about alien vampires coming to invade, but they decided to redo it about a drug where they were going to infect the water supply in Paris. So they had to go back and redo some of it. The odd thing is they recalled some of the actors to come back and reshoot some scenes but they never notified Seagal of the changes.

It's because they rewrote the movie after filming half of it. The original movie was about aliens (which was why he killed tge two at the table, they were aliens in the og script) so instead of reshoots and fin8shing the original movie, they cut together what they had with dub overs in an attempt to recoup the lost money

It was originally about a alien taking over earth by taking over people's bodies. Then he changed it midway to be about someone trying to put drugs into the water supply. interesting fact: this movie was supposed to be about vampire aliens attacking Earth, but the producer changed the whole story when the movie was already ready they reshot several scenes with lower paid actors, remade the entire movie into the hot mess it is today, and hired people to voice Seagal's dialogue and change it to be about drugs that give people superpowers 😂

It's true, its why the characters who are on the drug (CTX) have their eyes blink sideways, they were supposed to be aliens, but after the plot shift it makes no sense because there's no drug that's going to turn your eyeballs sideways. Also, it is why he does aggressive things like shoot the two young people at the dinner table, in the original script he discovered they were dangerous aliens but in the new script it makes no sense to just kill people for no other reason than they're showing a symptom of being on a drug. Apparently they started shooting scenes before they had even made a final decision on whether the bad guys were going to be European mobsters, or aliens. This has to be one of the most nonsensical movies ever made.
