It’s plausible that he was sober. Often when addicts reach a peak in their addiction, it’s a wake up call and they decide to get sober. This in turn will lead them to be sober for a while, before they forget how bad things got and they give in to their addiction later on. 1996-97 was a bad time for him, so he could have been sober here and then relapsed later. It’s hard to tell because he does look relatively healthy.

I always admired how Scott Weiland was able to change his tone of voice when singing some songs. For example in "Plush" his voice is deeper.

I think his voice generally was a lot deeper and more powerful during the first two albums. As great as Tiny Music is, I think by this point, his voice sounded a lot thinner :(

Sometimes you hear a band live and cringe a little because the vocals don’t sound the same as on the record, or the singer’s having a bad night or they’re not able to hit those notes quite like they used to.This happens with a lot of my favourite bands, but whatever, it’s a live show and they don’t have the luxury of saying “I botched that part, let’s do it again until I get it right.” In light of that, lets all take a moment to appreciate just how on point the whole band was in this video, especially Scott’s performance. Dude nailed it.

But, don't FORGET the TRIO Janis Joplin, Jimi Hendrix and Jim Morrison who all died way too young at the age of only 28 and all three died in 1972 of drug overdose. May they Rest In Peace.🌹

Yeah the real Stone Temple Pilots...not the cover band they call Stone Temple Pilots with some original members...STP was Scott, without Scott, no STP, that's as absurd as the Stones without Mick Jagger, The Who without Pete Townsend and Roger Daltry, or Oasis without Liam Gallagher.
