As a retired builder my recommendation is to document and take a lot of photos before covering up walls to show electrical and insulation is correct and studs and framing are up to code. The penalty is a lot less than time lost.

What part of "he owns the house" don't you understand ? Sure, someone else, some day, may own the home. Whoever buys the home after this man either passes, or sells it, has the responsibility to thoroughly inspect the home before purchasing it. If that person finds things that don't meet code then he has the option to not buy it. Do you believe that every home that was built following the local building code is going to be up to code ? Well, it's not. This is because there are homes that were built, let's say, 20 years ago. Even though they were built to code, the code changes a lot in 20 years! And that doesn't include any work done on the house over the years that didn't require a permit be pulled, thus its not inspected. Sounds kinda similar to how the people in Maui have been being treated since their homes and city were destroyed by a force majeure. How convenient for some !

The 50% rule sounds like it benefits the insurance companies. Not fair to the homeowners that want and need to rebuild. Some have paid for Wind and Storm and Home Insurance for maybe 30 years! Not right. In recent years insurance costs have skyrocketed. They wanted for our home and wind and storm insurance renewal this past year about $ 4300 , with a $6000 deductible that you have to pay first before you can get any insurance payments when you need it for a claim. It is not waterfront property, but is on the beachside area in Northeast Central Florida. We are NOT in a flood zone area , and the house is only 1600 sq. Ft. living area! We didn’t pay it. We paid $1300. for just homeowners insurance, no wind and storm. We have lived here for 31 years. I am 69 years old. It used to be affordable. We paid $1832. in 2019 for everything, with a $500 deductible . It was even less than that before Hurricane Matthew in 2016. The lady down the street with about the same size house got a bill for over $5000. She didn’t get the wind and storm either. She is in her 80’s. I can’t imagine what this man paid in Tampa on the waterfront!

As a long time builder, I don't like the high priced building permits, but we have them for a reason. Most people have no idea what a load bearing wall is. I've seen people do electrical work that looked like a fire hazard waiting to happen. I've seen people build a lot of unsafe Micky Mouse stuff. Just get a permit and you know whoever does the work it will be inspected and done right.

It’s the counties that lose the discounts and the money to cover the difference will come out of everyone’s pocket - that is why code enforcement is so on the ball here. The homeowner can still get work done but under a Florida licensed contractor so that hurricane level building codes are followed. This also keeps a check on insurance costs so those of us who cannot afford to rebuild their home are not bankrupted by a loss like this.

I have driven along the Pinellas County beach communities from Pass-a-Grille to Clearwater Beach numerous times. I was always amazed at how many homes and buildings were built on a GD barrier island in Florida at ground level! What did you expect, Florida? What you did, Florida, was commit a form of suicide by being extremely foolish in building literally thousands of ground level buildings on barrier islands in a state very prone to hurricanes. You literally did this to yourself, Florida! Careful, there are natural disasters that take out hundreds of thousands of homes every year. I'd think we've lost more personal homes due to fires in the last several years than hurricanes, by a long shot. At least after a hurricane most people only have some minor repairs, and some major clean up, whereas with fires there is no repairing the home, it's gone.

She went from two walls and no roof to a gorgeous home in six months, but she wasn't able to work the entire time. She was the gofer for materials, permits and insurance reimbursements. Luckily, she was married. I don't think a single working person could have done it.

Ya, 22 million plus people who live there as residents are going to pack up and move. I live on the river 14 miles inland from where Milton hit...the eye went right over us. They said 10 to 15 feet of storm surge for 5 full days. We got zero. The island got zero. Nobody on the river got any damage other than downed trees. What you almost always see videos of when Hurricanes hit Florida are the barrier islands, which have been majority rentals for years now. Anna Maria island is currently 80% rentals. This is mostly because the islands allow airbnb and people get sick of seeing new people in and out on a daily or weekly basis. Inland, most communties have banned airbnb short term rentals. Island communties get built up for tourism and short term rentals. Locals begin to see their small community beaches turned into Disney world by the government to add tax revenue since added tax revenue is created beyond property taxes with airbnb type rentals. This is the main reason people leave the islands...not the storms. Hurricanes have been a part of Florida since the beginning. Media always hypes it up like "this" is the worst season ever and only getting worse. Not true. The worst hurricane season for Florida was in the 1800's....second worst was 20 years ago. This is just a typical hurricane season for Florida. For Sarasota and Bradenton area, where I live, this is the most damage we have seen to the island in over 100 years. Its not like it comes every three years. Most people will assume they have another 100 before it happens again. New building codes will help most of the new property built. 95% of the damage is to older 1 story homes. Some of these homes are 75 to 100 years old and made out of wood.

Im on board with the %50 rule. If you total your home it needs to be built to the new code standards and requirements to prevent future failure. Code is there for a reason.

I understand his frustration, but we need to make sure the house is safe for him and the next owner. Wish the inspectors could move quicker so these unfortunate folks can rebuild sooner.

Why doesn't he just get the permit? If he really 'has a contracting company' he ought to know about getting those. He's being a bad neighbor if he's risking everyone else losing an insurance discount because he can't control his impatience. With his attitude if he really does have a contracting company, I think that company ought to be investigated to make sure they aren't skipping other building rules.

When Galveston Tx was Hit. Fema rebuilt my uncles house. while they where rebuilding It got hit with another storm .tore down house Fema Rebuilt the house Twice For my Uncle. Yes two years later. but it was done

That's the problem with taking money from the federal government. They're in charge. BTW, if the federal government has hundreds of billions to sends to states that just means they're taking in too much federal dollars in taxes. The feds are suppose to protect our borders and provide for the general defense.

If you I am not asking FEMA for their assistance --- then how is FEMA going to tell me what to do? A locality accepting Federal dollars may bind their hands however their decisions cannot bind mine. IF I am not accepting FEMA money then how am I bound by their rules?
