Scaling is really... Odd, in this game So most of the time, it's just 10% dropped per hit, you can see that in the start. But around 0:35, you can see that Luke's LP -> MP -> HP Target Combo is 100% scaling on the first hit, then *80%* on the second. I don't think this is a property of TCs, but rather a debuff for going "up the ladder," so to speak. This is a Light to Medium, you're going up a "tier," so there's extra scaling. This is evidenced by the below point. Note that this does NOT seem to trigger for Punish Counters, as can be seen at 3:40. Later on around 0:48, we see Cr.MP -> Cr.LP, which goes from 100% scaling on the first hit to... 100% scaling on the second. Then the resulting Special Cancel is 80%. This is actually how scaling worked in SF4; there was no 90% scaling as far as I know. All I can think is that this is a link, but we saw links earlier. This is why I think the first point above is because it's Light to Medium. When you either go "down the ladder," Medium to Light (or Heavy to Light, as seen around 1:03), OR you link Medium to Medium (as seen around 1:43 with Luke's MP x 4 Target Combo), you have SF4-esque scaling. 100% to 100%, then scaling is normal onwards from 80%. This also seems to work with Heavy to Heavy (and I could only assume Heavy to Medium too), as seen by J.HK to Cr.HP at 1:45). THEN, at 1:12, we see another anomaly, a raw HP to Special (namely Run Tackle here, but several more specials also do it). The scaling is, again, 100% to 100%. I assume this is for raw confirming, or maybe punishing? If you can clock a reversal DP or react to a Cr.MK connecting, then the Special you cancel it into doesn't have extra scaling. Makes sense, I guess, as whatever Special you go into will likely deal 80-160 damage depending on strength and meter investment, so that's an extra 8-16 damage. Always nice, especially on a staple attack. We can see that again around 1:20, but this part is the most baffling to me. Luke does Cr.HP, then does a Charged Light Knuckle. The Cr.HP has 100% scaling, the FIRST hit of the Special has 100% scaling too. But the SECOND hit only has 80%? That makes little sense to me, it's part of one move, right? I can only imagine this is just a weird property of Flash Knuckle, as it can be seen again at 1:48. Luke's Charged Flash Knuckle (I assume all meterless versions, you can see Medium do the same around 2:45) just count as 2 hits for some reason. Starting around 2:45, we can see Drive Rush come into play. Scaling here is not in terms of tenths, but the move you Drive Rush into starts at 85% scaling (effectively, it counts as one and a half hits of scaling). The next hit then deals 68% scaling, the next one 59%, the next 51%, and the next 42%. Which really doesn't make sense. You lose 15%, then 17%, then 9%, then 8%, then 9%. Then at 2:52, we can see a Cr.LP, Cr.LP, Drive Rush, Cr.LP. This goes 100% -> 90% -> 68%. So again we see 68%... For some reason. Which is 22% lost for one hit, btw. We can then see that after 42%, the scaling goes 34%, then 25%, which is 8% off, then 9% off. So I THINK the idea is that inherently, a Drive Rush snaps you into a different kind of scaling for that combo. You go into whichever "starter" is closest. So say you do Cr.MP -> Drive Rush Cr.HP. Without the Drive Rush, you *would* be at 90% scaling for the next attack. But instead, since you Drive Rushed, you're locked into the new 85-68-59-so on scaling. The closest one is 85%, so your next hit snaps there. But when you do Cr.LP -> Cr.LP -> Drive Rush -> Cr.LP, you *would've* been at 80% scaling on the third hit. But in this new scaling, the closest is 68%, so you start there. I assume, btw, that this is why all damage has been multiplied by 10. You may have noticed a Cr.LP does 300 damage, roughly as much as a Super in SFV. But all damage is like that; Cr.HP does 800 damage. I think that's just so weird scaling like 34% doesn't lead to weird decimals. This actually happened in SFV with Guts, you could get scaling like 7%, which was actually 7.5% (lowest Guts scaling is that you take 75% damage) but got cut off since the training UI can't handle decimals, and if you were to connect a move that did, say, 90 damage with 34% scaling, it would deal 30.6 damage, which rounds up to 31. With this new system, it deals 306 damage, and doesn't require rounding. Finally, I was curious if Supers have minimum scaling (the way Supers always have at least 50% in SFV). For Supers 1 and 2, this does not seem to be the case, at least somewhat (you can see Super 2 go down to 42% at 3:03, and Super 1 goes as low as 34% at 3:16, so it's not 50% minimum). HOWEVER, Super 3 seems to work just like SFV. At 3:32, you can see a combo that goes all the way to 25%, then with the Super 3, it snaps right to 50%. Super 1, instead, is floored at 30%, as you can see at 4:13. It's not shown in this video, but I assume that Super 2 would follow this trend and cap at 40%. I really wish OD Moves would then cap at 20%... That'd be such a nice little change for tag-on hits; it would only come into play for long combos, but would really incentivize using meter. As is, say you have Alex's EX Air Knee Smash, which deals 140 while the Light does 130. Both work in the corner, both give oki, but in long combos (say after a stun), the damage difference at 10% scaling is... 1. 14 vs 13. What if an EX capped at 20% scaling, and instead did 28 damage to Light's 13? I digress. Scaling is funky

Luke is still good, but his combo game seems weaker. He doesn't have back strong and he can't link two mediums, and it feels like some of his tools are really stubby (namely stand LK has a lot of pushback, and DP isn't great in juggles).
