1NT is a forcing bid playing 2/1 system...can be up to and including 12 points.

In the North hand that is shown here, he had too many HCP to simply pick a suit - 2S and Pass would show a weak hand and 3H would show 4-card support. So with North's invitational hand with no real support for either suit, he had to bid 2NT instead.

@@indianattneeleeming2327 10 HCP consisting of 3 queens and no spot cards is not a strong hand. 2S is fine given that 1NT denied 3 spades. With the original 10 HCP opening hand passing 2NT is reasonable. 3H gives the opponents a chance to double if suits are breaking badly.

Agree with Peter, 1NT shows 6-9 points surely, North has 10.

You're right - when playing in real life, North should bid. This video is just focussed around Opener's third bid, so there was no need to continue the auction after that bid was made. Hope this helps!

It shouldn't be forcing, as S could bid 4H or a minor if stronger.
