yes definitely he was one of the greatest maratha general but he was not a king. Moreover, before Bajirao the most important generals who are really credited of destroying aurangzeb (who finally died in Maharashtra) were Santaji Ghorpade and Dhanaji Jadhav. Moreover our second Chhatrapathi i.e Sambhaji Maharaj fought 120 wars in just 9 years span against Mughals, Nizams, Portugues, Britishers, and many more and never lost any war nor did compromise.

Chhatrapati Shahu Maharaj was a very brilliant King of the Maratha Empire inheriting the tactics from his Father and Grandfather. He exactly knew whom he should appoint at which place. His treaties were very well organized along with taking all his ministers in ministers in confidence and became the rightful ruler of whole India. Mughals just became titular head of Delhi and it was decided by Shahuji who will sit on Delhi's Throne and Satara became the defacto Capital of Whole India. He sent Peshva to Pune, Bhonsales to Nagpur, Gaekwad to Baroda, Scindias(Shinde) to Gwalior and Holkar to Indore. Moreover, he was very careful initially with his tactics but later resumed his expansion as his mother was freed from the Mughals Captivity. He also has connection with Assamese Kingdom. In his rule the Maratha empire expanded till Delhi and further and reached zenith under Chatrapati Rajaram and Balaji Bajirao 2 until Marathas were defeated in 1761 battle of Panipat
