the road he is driving on is a biker road and all vehicles have the right of way on that road, also the sign you are referring too (the white and red triangle with a cross ) is the dutch sign that denotes a dangerous intersection.

In a lot of countries it means give way to the right however in the Netherlands I only found 1 source saying you have to give way to the right most just say dangerous intersection ahead. So technically both are correct it just depends on where you live Edit: judging from the license plates this is in Belgium which does mean the car had the right of way

That Veggie Moto guy is an absolutely terrible driver. He almost ran over two pedestrians already in a cross walk and causes every near miss. It wasnt the car drivers, it was the bike rider swerving through traffic and passing on the left and right.
