Thats rly impressive holy cow :o Im suprised how little u C/T tele tho :o am i missing something or could u potentially save a few mins just by practising C/T tele more? I noticed u didt change ur UI settings to open up the "gap" for easier C/T teleporting? You probly alrdy know about this but just incase you dont, if u go into Gameplay settings, Enable Large Font Mode, then go to Video settings and click on Screen space Calibrate, once u there, tap "arrow down" on ur keyboard 1-2 times and it's done. You can tap it more to open it up/close down based on ur preference, super awesome trick that not many ppl knows about! It basicly opens up a gap between ur edge of the screen and ur spell book/stat page when u press C or T for faster teleporting, makes it so u can see whats going on in the corners and makes it easier to start C/T teleporting =) 1 more question, how come u dont use a key-bind for town portals?

Easy the best strat for any% normal i ever seen. Last i watched this kind of runs was when mrllama was running. Idk if he still does but i havnt seen him do so for a while. He had a totally different strat but i need to say this one worked so much better. It must be essential to get that cage whit Bosses and elites next to waypoint in prison or what make or break this run?

I think its about efficiency, static does % dmg, if you overdo it you arent dealing much dmg, because the few last static weren't necessary, in context of speedrunning, you are wasting time we you do too much static cast as a nova cast would be faster.
