This is probably dumb question but how long does the icing take to dry and how long before starting a second color and how can you tell when it’s completely dry?

It's not a dumb question at all! It can take anywhere from 45 minutes to an hour for a section to dry enough before you can flood the next section. However if you have a fan or a dehydrator you can use that so it dries them in about half the time. I usually decorate all the first steps an by the time I come back they are dry enough for the next. This is called crusted over, when the top layer of icing is dry, but the icing underneath is not fully dry. For the icing to fully dry, leave your cookies out for about 8 hours or overnight and make sure you leave them uncovered and they will be fully dry!
