the flag flaps on the moon because it wasn't flapping in the wind, it was the momentum of being twisted as it was placed, there was nothing other than the pole itself to stop it's movement on the moon so it just kept going. The reason it is out straight like that is because of a pole running the length of the flag to hold it up.
