Isn't it just easier if we just take off the taillight and apply the vinyl that way?

In my experience, that's actually more difficult, as the tail light moves around on your working surface unless you are able to secure it well. This means you effectively lose the use of one of your hands to wrap, if you are doing this by yourself.
