I don't understand how come in some stages the clock didn't move at all

My understanding is that you would have to go into the clock at a hour time (i.e. 1:00, 2:00, 3:00, etc...) then the clock will stop. Any other time, the clock will move.

When you enter the course when the minute hand reaches 12, everything will stop moving and the course will be easier.

There is a barrier in the clock room in the castle covering the pendulum, is there a way to remove it? Maybe I'm wrong but I remember that barrier could be removed

When you are yosi you probably can choose a green cap in your white star menu and when you mario ore wario you can find them into the levels
