@@eduardomagana3858 That would be the most logical solution, but there could be other factors. Perhaps the Kopa kingdom's hierarchy is so reliant on the Strength of their leaders that Bowser may have found it partly necessary to be fighting someone so that he remains appearances of being all powerful, that way no one would get any ideas about rebelling against him (Like what happened here), I'd like to think that he is at least wise enough to know that a Civil War would most likely be more costly than most regular wars. With this secret/undocumented agreement between the two kingdoms, Bowser gets to have his war, so he doesn't look weak (All the time at least), while also saving on troops and supplies that most other wars require; at the same time The Princess doesn't have to risk the lives of so many of her citizens in this seamlessly endless war. Of corse this is just a guess from what I could understand from this comic, and maybe Bowser and/or I are morons. But that's my take on it.

Kammy might be a competent villain but not a competent leader. She never instills proper contingencies and relies purely on magic and trickery to get her way. Bowser might not have the best plans in mind when capturing Peach, but when it comes to actually running an army he has her beat in spades.

That whole kidnapping the princess for the sake of both kingdoms is actually kinda interesting. Kinda reminds me of the whole super mario bros 3 theory of the whole thing being staged, but much more interesting as it actually paint bowser in both a tactical and sympathetic light. It would certainly explain why they let bowser hang with them in the spin off games.
