Raphael literally even says it himself, that their father "ran off and disappeared, who _left NO instructions_ and a world to run." There are so many irl stories of fathers who leave their families and it's up to the oldest kid(s) to try to pick up the slack, and yes it is excusable because it's immensely unfair to them as they have no idea what to actually do about it. And no, it is not "evil" - Raphael cannot heal a body his own angelic form wreaked havoc on, that's made very clear that angels have a much harder time healing wounds caused by divine sources than other forms of harm, it is more passive indifference to evil. Don't be so naive, and learn that the world is much more black and white than mere "this is good and that is evil" nonsense.

In season four, when the angels were introduced, they had been away from Earth for a while, on purpose. They had stopped messing around with things. Even before they backed off, their interactions with humans were limited. Not since biblical days had they had the level of interaction that Cas had with Dean. Maybe not even then. It would have been bizarre had they *not* humanized from their sudden repeated contact with humans.
