I was under the impression that if people where 'on the ground' the bell should be run continuously in the section under construction and not the horn(s).

Yeah..no. Bell must be rung continuously and a succession of short horn blasts until clear of a work zone.

I was watching virtual railfan's channel and he has the 7-26-19 derailment up. They just finished cleaning this one up and on the ground the next one goes.
