I have a problem with veterancy in the context of the story. Why would these upgrades not come standard on every unit produced. In the real life military we don't add a second cannon to a tank that has destroyed a lot of enemy tanks. If we were talking about actual people and when they gained levels they got more health, I could accept that because as you fight you get more experienced thus less likely to die, but the story clearly tells us that each unit is not being run by a person, they are being run by a person. The only people in the battle zone are the ACU pilots, and arguably the sACU pilots.
