Those are based on Windows 7 (which unfortunately didn't have dark mode). They can actually transform them into WinUI 3 apps and then apply the dark theme, but it would take forever

The old stuff which is not in dark mode works like any other component, and use msstyles, which can be made to be dark mode without any problem. It’s just a bunch of bitmaps and strings put together after all

​@@udpsocket...no? Were not in the 90s anymore, the GPU is used to render to the screen regardless so that's not something you should be worried about. In fact, it's more efficient for apps to use the GPU for both performance and power. The only reason the GPU isnt being used by those specific components is because that they come from before hardware acceleration was common, and Microsoft doesn't want to touch it because that could break some third-party apps and generally be very difficult and expensive to do. (Although I still think they absolutely have to at some point)

The reason that the dialog’s color cannot be change is because this system component has been around untouched since win95 or even win3.1 (as well as some other ui things) so basically they are obsolete and outdated. there is actually an api that make the common win32 controls (buttons, treeviews, but not the dialogs) dark but the api is closed, works bad asf and was made only for ms devs therefore accessible only via some reverse engineering. but the control panel as well as explorer and the file loading dialog in the other hand use microsoft directx drawing over traditional win32 controls and it supports dark theme but why the control panel is white idk ms is lazy af it only cares about money not the users. correct me if im wrong sry im 14 i don’t know that much about windows

This happens because Windows 11 still uses a lot of elements associated with Internet Explorer. You think IE was totally removed but no. MMCs (e.g. device manager), old style control panel units are all still using IE kernel thus made dark mode difficult to apply to those UI. There're tons of old codes left inside this "novel" system and may never be changed, unless Microsoft decide to start over again, just like the DOS to NT kernel.

But whenever I switch windows to dark mode it automatically switches word which is annoying because then I have to set windows entirely to light mode just to have a decend experience on ms word

You have to understand what backward compatibility is. Some functions they didn't redesign or replace because old applications and services depend on it. So some legacy applications require the same old control panel because the app was built on that API. For example Nvidea control panel.

They never do. Windows 8 introduced Metro but still used Windows 7's non-Metro Control Panel for most settings. Windows 10 completed the transition but now W11 moved away from Metro to a new style.

sadly it's not possible (yet), I made a full dark mode theme before and while it seemed fine on a lot of apps, there were issues with Web browsers and apps with hardcoded background/ text colors. even Microsoft office apps were unusable, what rhey could do instead is ditch win32 and replace it with uwp, but that would kill backwards compability

They should’ve fixed this since 2014, and the fix would be even easier than StartAllBack’s solution. If they worked all these years in a logical way, rather than whatever they’ve done in the past 20 years, we would have a consistent look across all of Windows. Windows already has a system wide universal theming engine, msstyles, and if Microsoft used that also for UWP/Winforms/whatever other framework they want to use, we would have one single file to manage all the desktop look. And even without this, modifying aero.msstyles to have dark mode not only brings dark mode to any window, but also fixes lots of issues than the incompetently made aero.msstyles from Microsoft has - padding issues, old bitmaps (why do we still have bitmaps from XP or Vista that aren’t even used anymore???), font issues.
