If you don't mind not actually forming Algeria then Morocco and Tunis are a bit stronger, I think Tunis is probably the easiest due to starting out as an Ottoman subject, this makes it relatively easy to get a BFF Great Power ally for the whole game if you can get one to support your independence while you're still a subject (last time I did this Austria helped me completely dismantle the Ottomans over multiple wars)

I swear I tried this exact strategy once (wait for France to conquer Mascara and then snipe it out from under them) and it didn't work, France got all the occupations. Maybe the missing piece of the puzzle was joining in on France's diplo play while also having your own active play.

I do it for the market liberal landowner, usually they start really powerful so it makes it easy to get rid of bad economic laws (serfdom, traditionalism, mercantilism) which they normally want to keep
