I think the exemption is only for phoning 999, in which case the call will be logged. I suspect she phoned her mate inside. This should not count as "phoning police"

@@Nickle314 1. She didn't ring 999 or 112 here which is what the exemption specifies. 2. This was not a genuine emergency. 3. It was neither unsafe, nor impractical to stop driving. For example she could have backed up and parked here.

You are not allowed to even touch your phone whilst in charge of a motor vehicle, even if it's not moving. The engine is on and she's at the junction of a major road! Disgraceful. Anyone else would be ticketed. Proof that the police can do what the Hell they like. They believe the law doesn't apply to them...that's why an awful lot of them break the law themselves!

My step-brother used to be friends with a police sergeant, and he often used to have a lift in the cop's private car. The Sgt's favourite trick was to switch off his lights at night so his reg plate wouldn't be seen, and speed at 50 mph down 30mph roads in town.

Each police authority has it's own website with facility to report crime. Most have a section specifically for traffic offences that you can upload video to. Always helps if you get the registration number.

Was she DRIVING or SITTING in a stationary vehicle. She was more than polite to the irritating YTer who is just looking for an argument - nothing more. She politely asked him why he was filming and his answer was, "BECAUSE THEY DON'T LIKE IT." How UTTERLY childish. She then politely asked him not to film her, to which he rudely replied, "WHAT IF I DON'T WANT TO." This is NOT polite or respectful. He's an attention seeking idiot.

The first guy lasted a whole two minutes before calling for backup. These officious types often follow the same pattern, which is: make a demand, get argumentative when that demand is not met, start to become defensive when questions are thrown back at them, become frustrated that they can't get the last word, panic and call for backup.

Who cares if you're filming cars in public it's not against the law. Cars are filmed in public every single day. She finds it strange that you're filming. Funny how she has no problem with CCTV filing all day and night. The reason why he can film is because there is no expectation of privacy in public. This is the same reason why you can have CCTV all over the place. Andy the cop, reminds me of how many years ago cops used to be. Now it's all authoritarian, how sad.

Managed to get two ( out of uniform) police cunstables to say out loud that “ unless the vehicle is actually moving “ you can use your mobile phone. As opposed to the actual law which they use on us, namely when in charge of a vehicle you can’t touch your mobile phone other than at a drive through or in an emergency.
