In Australia, traffic must, by law slow down to 40kph whenever there are flashing lights either from school buses and or, emergency workers doing their jobs on the roads. Heavy penalties exist for non-compliance!!

South Australia is 25kph

In Europe, traffic might get slow´d down to 15 kph, and penalties are hefty if you don´t comply, it all depends on what kinda road it is and the size of the road.
