Evidently, he did not notice the meter signature in the E minor Prelude. And he did not know about the 'dotted' rhythm in the E major. The '16th note' should LINE UP with the third of the triplets in the inner voices. If you don't believe me, LOOK AT THE AUTOGRAPH MANUSCRIPT.
