I find it interesting that this was a dual USA-Japan production even though none have been made for Japan, and somewhat varies in animation from most Cartoon-as-Advertisements. Like, the production is actually quite fantastic, and had some sort of passion slapped onto it, rather than a low-budget animation to get the kiddies to buy the hottest new toy. Obviously the Sweet Sea dolls looks shit, but this animation really is interesting.

Old comment, but I feel like they were allowed to put more effort into it since it was a one-off special instead of a full blown TV series. I noticed a similar thing with another animated special from the 80s called "Barbie and the Rockers" where the animation was a lot more fluid than most TV shows at the time and had that anime aesthetic, only it was a plotless hour-long toy commercial.
