Originally the mission was about Johnny and Lola trying to frame Gord to make it look like he was some sort of pervert. If my memory is correct, Gord was originally suppose to take Lola to the Light House, then Jimmy would sneak in and take a few pictures and Gord would hear the sound of the camera and say "did you hear something?" Lola would say she didn't think so, but maybe they should go somewheres else. Gord would have his driver (only mission he would have appeared in, or at least his name), drive a around while Jimmy followed on the stolen bike. Eventually they would end up at Gord's garage and Lola would be in her underwear and Gord would make passes on her and kiss her (photo) then Lola would leave humiliating Gord, and Johnny and the rest of the greasers would have something to blackmail him on. That's how we planed the mission to go, even set it all up and tested it a few times, but unfortunately it "effected" the "T" rating. Oh well, still turned out good i suppose, if everyone is still talking about it after all these years.

They're almost always played by significantly older actors anyway. I think having clearly adult actors probably makes things more acceptable even if the characters are supposed to be younger. I'm not saying that they couldn't have put these models in, just that Rockstar having to justify them if they got called out might not have been a fight they wanted to get into. Hell, just look at the controversy in the US over the nothingburger that was the Hot Coffee mod.

I've spent a lot of time playing bully and studying it. The models of the girls were most likely used in the girl's dorm room as Jimmy can choose to enter the Girl dorm room and peep on the girls from inside closets and such. Not saying your guess is completely wrong, but having these models in the dorm room makes a little more sense.

It's actually not that weird to make """nude""" models for characters. It is generally faster to make clothing over a nude model than having to redo an entire model (because like it or not, game development is all about cutting corners to met demands), and the mermaid is a big clue as to why they made the nude Lola model. As for the UW models, it could be, again, to provide a baseline in case they needed to make more clothing for the characters later on (which may have been scrapped, I don't know if they have any other clothing). And, to top it all off, it could also be so that the perverted part of the end users wouldn't accidentally stumble upon nude models if the were to go through game files. And, then, as a last theory of mine, it could be an extension to the "invasion of the girls dorm" scene, as eye candy. It's hard to tell cause Rockstar will be Rockstar, but usually this type of unused content is benign, and mostly for development. See, for example, Monster Hunter World, which came to PC some time ago. It also had """nude""" models (although there is a lot of nuance to why it has it, which has to do with the clothing not being painted on, but I'm too lazy to type it out).

One of the games where I would love to see a directors cut beta content mod that restores all of these cut things. As to why there were underwear models in the beta version, I doubt its because the game had a darker tone back then. Probably Jimmy was just able to date these girls properly and make out fully instead of just giving them a kiss. But that would probably have been extremely questionable considering the peoples age so that risky stuff was removed. Just like San Andreas hot coffee, get it?
