You can bring back the story companions (Vette, Torian, Scorpio, Senya, and Koth) if you kill/reject them. Side note THAT chapter of KOTET really almost ruins my Warriors and Hunters for me. I’m pretty sure you can probably do the same with Quinn, haven’t killed him, but I’ve recruited Elara and Quinn on characters who chose opposite factions (Republic/Quinn, Empire/Elara). As far as I know, Arcann is the only character you can’t recruit after rejecting (aka kill).

Despite his double betrayal he is one more loyalty oriented characters. He is loyal to the Empire (or the idea of the Empire).And he honours his obligations, if not for Baras he would still rot on Hoth and without Acina he would rot in jail. He owed them a debt and he repaid those even at the risk of his own life and despite his personal feelings, there is a ton of characters with "oh I wish you didn't forced me to do this (fuck you Hunter)" but he's one of a few I've ever believed it. Real man pays his debts.

I never liked Quinn, but he was a necessary evil for Darth Baras to work. The whole "information is everything" and "I have spies everywhere" of Baras wouldn't have worked if he didn't have anyone among his own apprentice's crew. There had to be someone. And whoever it had been, we would have hated them. So I am willing to forgive Quinn. Plus it was a blast messing with him from the beginning. Quinn: "Permission to speak freely, my lord." Me: "Denied."
