I don't even think the "serum" the ghoul is using is medicine but just drugs to numb the pain/process. Part of this is given away when he's hit with a tranq round and he says "that is a small drop in a very big bucket" or something to that affect. When he ends up in the medical chop shop the two drugies have just a bunch of drugs on the table that they are hitting. When the ghoul comes across the box of drugs he uses them and it seems to numb the process. So he could be using a drug that is in the fallout games that you use as a player but have the added benefit to numb the ghoulification process. When the ghoul is in the coffin at the begining of the show he is being drip fed some sort of drug which could be radaway. The "serum" he's using could just be vials of that. TLDR synthetic man is a schizoid
