No such discretion btwn Primary & secondary Steel as per guidelines in IS1786:2008.Like any metal iron is recyclable at "n" times. As you specified Ministry of steel has issued guidelines to CPWD regarding this.you will not say an ornament as secondary gold make.check profile of Mital steel one of worlds largest recycler of iron scrap. One thing is purity of steel used means the %impurity constituents in RM.
