Does suppressive fire work on specials for Hondo since it could be resolved as damage? How does that work?

Is it just me, or was the player on the right not forcing the player on the left to discard the top of his deck after playing a Support? The Occupied City battlefield doesn’t require control of it for it to work on an opponent, as far as I know.
