Do we have any option to make the inside air circulation on always. Bad smell from outside comes if not enabled.

Nope, Because it may lower the oxygen level inside the cabin.

why does air circulation mode turns to outer from inner mode when AUTO ac turns ON ?

That’s the default behaviour of auto mode. If needed it can be turned on accordingly.
