In Tibetan tradition it seems that since the reincarnations do not get to spend 20 years in retreat before doing lots of teaching, they don't seem to usually to be as potent as the previous incarnation. Maybe in Japanese tradition it is like that in a way, that the kid need to be trained well just like a child of a carpenter needs some guidance to become a carpenter.
