Question: why did he not target fire the repairing scvs? I’m not in the competitive scene so I’m curious as to the strategic reasoning

If a single mine would've connected to the tank that was being repaired, it would've wiped a ton of SCVs at once and Rush (the guy in the red/ left) would basically win from there. Also they don't show it here but right after this clip in the actual game, Rush backs his vultures off since tanks trade WAY more cost efficiently against vultures, so it was against Rush's best interest to prolong that right, even if he does pick off some SCVs. You just really don't want to fall too far behind on your army supply in any mirror matchup, TvT especially.
