Tax reform is good but the right things must be set in place before this. 1. There must be a balance of infrastructure in both the east, west, north and south 2. Let there be international airport in all these four areas to boost development 3. Seaports in at least three major areas in the country. 4. Train stations the same 5. Refineries in at least the 3 locations. With these and more, the resources won’t be centered on one location. With these you can talk about tax reform.
