Tbh is likely he put the most volatile players(Team Z) together to inspire them to grow and awaken, while prodigies like Reo and Nagi are put in a group of nobodies and Zantetsu to play to their ideas of they are the special ones so they don't get discouraged. So the rankings are likely there to further those ideas
