I would say that in terms of raw earth bending Bumi was stronger, but overall Toph is better as she could see through earth bending and created metal bending. However Bumi could earth bend without direct contact with the earth, no one else has ever been shown to do that.

I think that Sokka was Baatar’s father. The two of them have a much stronger resemblance and both of them are non-benders who are creative and helped their friends build a huge city. After all, LOK does like to do draw parallels between the children and their ATLA parents.
