It's budge-er-ee-gar or something like that, but I honestly think bludger tiger is better! Also, I assume the Kansai-ben gag had to do with manzai comedy tropes (the whole boke/tsukkomi routine) since it's associated with the region. More generally though, the accent/dialect is Japan's go-to for adding local colour to characters, which is why it's so often translated as a Texan, New York or Boston accent. If you want some examples of it, off the top of my head Hino Akane/Cure Sunny from Smile Precure, Joker from Kuroshitsuji Book of Circus and that barkeep guy from K all use variations of it.
