Starting with Nami's island when then defeating Arlong, they now count among their political followers: Sakura (formerly known as Drum), Alabasta, Skypea, Water Seven, Amazon Lily, Fishman Island, Dressrosa, Zou, and let's add Wano and Elbaf there as well because we know how they'll end up, together with a few minor villages, people they saved from Thriller Bark, friends within the Marine (mainly Coby and Smoker), Aokiji who will surely end up helping them, Shanks who will surely end up helping them, probably the Long-legged and Long-armed tribes (following Ideo and Blue Gilly), Kano Country (following the Chinjao family), the Tontatta, Prodence Kingdom... Hey, the Germa 66 as well! And there's surely more I cannot recall now, not to mention other followers they might gain in the future. And what's more, I'm possitive that, for better or worse, Buggy D. Clown will have a card to play in this as well. Besides military power, they have political leverage, and that's probably the one thing Roger couldn't even dream of getting. Otherwise, why were we so excited to hear the world leaders talking about him at Reverie? We knew they had tons of allies on that table and wanted to see them arguing with their many detractors

27:30 I think Rayleigh's power in his prime was the same as Shanks is right now. I do kind of see Shanks as the closest to Roger that is alive today. Kaido is a monster and not really a pirate. Linlin and Edward were a matriarch and patriarch respectably and so they don't really count either. Teach is really the wild card and hasn't yet fully gotten his own identity yet. Shanks really is the closest the modern day has to Roger. Though he is not a D. and as good as he is he will never be pirate king and I think Shanks is very aware of this. On that I think that Shanks also has Rayleigh under his protection. Of course he has no power in Sabody but he might have declared that if they attack Rayleigh he will attack the marines. So they really can't afford to draw a lot of resources to fight Reighley because Shanks will cause a lot of damage. That's how I kind of view Shanks. Sort of like a peacemaker and one who tries to maintain the balance of power. He maintains his own strength but never firmly allies with anyone. Instead he makes sure that whenever someone else get's to be too strong he allies with their enemy to bring the balance back down. Because of that while he has few allies and few enemies and contacts with everyone. No faction see him as a firm ally but none see him as an enemy. He does strongly believe in keeping his word though. Since Sengoku trusted it as did the Gorusi. When Shanks said he only wanted to talk to them they took his word for it and let him in without any cuffs or surrounded by admirals or something. They trust that when he says he just wants to discuss something that he will do so and leave peacefully. Maybe that's why Shanks did it during the Reverie. Because the resources of the Marines were already stretched thin and so they couldn't just jump on him.

The thing about Rayleigh is that at NO POINT in the series has Oda ever implied that what we saw Rayleigh do was him actually putting in 100% effort. He's done it all, seen it all, and is so powerful he doesn't have to give a shit. Even against Kizaru, he seemed to more be playing a game with him just to get him off the board than he was taking the fight seriously. It didn't seem like there was any killing intent in his fight against Kizaru.
