Used to listen to this song every day on the bus to work when I lived in England, it was always chilly and the world had this soft blue hue in the mornings there contrasted with the deep greens of the fields we would drive through. This is such a raw and powerful song and those harmonies are just incredible ♥️ My interpretation is pretty dumb but... maybe this is about a couple that are realizing that they've disconnected? The voice in the beginning says "the vicious cycle - can they rediscover the respect and affection they once held for eachother" or something akin to it? So, maybe they've stopped seeing eye to eye and one of them has given up altogether. While they both sing the same tune, that of sharing the love they have, Jack only wants to love her, and stays inside and surrounds himself with her photos, just as he keeps his heart in what they had and still believes that whatever is wrong can be fixed. Whereas Elvis is singing it to explain that she has love to give but the love she is giving is not what she wants. It feels wrong and foreign, which also ties into her being outside - she's somewhere, anywhere, else, mentally and physically, and she seems upset every time it shows her inside with Jack. She tells him, "You're not listening to me!!" because in the moment of impact, so to speak, or the end of it the relationship, he simply cannot wrap his head around it. She wants him to accept it and understand, because she already has, but he can't because he still loves her. He's not ready to let her go, even though she left a long time ago. Idk maybe dumb but that's what I got from it.
