best to place in water longer to let the roots grow faster and stronger. i kept mine for 3 weeks in water and placing it into the ground after that allowed the shoots to grow much faster.

No, it's fine. It won't harm the sugar cane at all. It's good to remove old leaves to prevent pests and diseases. I have 10 years of experience growing sugar cane.

I noticed that if I don't remove the leaves, the pockets between leaves and the cane traps moisture for fungus to grow. Bad of the canes and bad for consumption if the leaves are not removed. Plus, the sugarcanes just look a lot prettier.
