The question that said "Neither party has nominated a sitting member of the House to be president" is actually false. In 1880 James Garfield was nominated and was elected as a sitting Congressman. He is the only sitting congressman to have won the presidency

I bet he didn't really process the word "vote." He probably processed "Help America" and the year 2002. Many major bills passed in 2002 were a result of 9/11, so I can see where he could have made the guess from.

With a lot of old legislation, they exist and were created to solve a need or fix something that was relevant at that time, but is no longer the case. Legislation is often responsive, not proactive, as in we don’t write laws to prevent things, but rather as a response after they happened (think the TSA after 9/11 as an example) That is to say, if you ever see legislation that makes no sense today, the reason is often because it made sense when it was written but doesn’t any more
