It's considered a more "passive" ability from my standpoint, i guess a better word would be automatic in this case, but it's something out of the control of the player, which is usually just called passive as i said, this being said I'm pretty sure if somebody mods a 0 ability cooldown add on they'd have to do a fully separate thing to get the portal off cooldown,
