Before this we only have to create a sculpt decimate and export the high poly and create low poly then uvs and then texturing. Can you let me this is the process right?

Images only work as Textures in Substance Painter. If you want to project it. Drag and Drop as textures. If you only want to use the image for reference , I suggest use another application like Pureref. It is built for using references
