It is named after the in-universe Picard man-euver/oeuvre - where you prep the warp engines and enter high warp from a standing stop for a fraction of a second before pulling on the handbrake -- this fools enemy ships sensors into reading two ship signatures, giving you a brief window of advantage to exploit.

I think that's probably my favourite thing about him, he's a classically trained actor who got his start doing Shakespeare, which you'd likely expect to mean he'd be judgemental and picky about roles.
