I used to do extradition. We used a heavy duty tow chain for the allotment of deployment of restraints on large subjects. We carried 2 sperate chains systems in our cargo pockets.

But if prisoners have broken cuffs by splitting them in half by using a vehicle belt buckle male piece to slide between the double strand and twist hard, how would this be any different? Aren't you essentially providing them the means to split the cuffs in half without the need for a car seat belt buckle?
