Here in México the government doesn’t issue titles instead we have “facturas” which is like a bill of sale and it can be issued by pretty much any business that pays taxes. So whatever he showed you I can guarantee is not legit. Any business can make one of those and just put Mclaren logos on it. And I wouldn’t doubt it being registered in Mexico, it isn’t hard to get license plates on pretty much any car regardless of its situation. So if it is registered it wouldn’t make much difference because there’s many breaches in Mexican law that would make almost impossible for the government to seize the car so even if they knew where it was I doubt they would do anything.

The ownership document for a vehicle in Mexico is the original invoice for the vehicle. If you sell it, you sign it on the back and it is transferred to the next owner. That might or might not be the ownership document for that car.
