Skill 1-2 on Hong Lu (Melee Support) is not used at all by himself. It only activates as a response to Heathcliff's request melee support ability on his defense skills. Also, the Heath passive specifically says he does not gain any additional Atelier Logic ammo after the initial 1 he gets at the start. It's a once per encounter thing only. Finally, running out of ammo does not change Hong Lu's skills. He uses the same skill as usual, doesn't spend ammo but also doesn't gain the extra base power and doesn't trigger the on hit effects of the ammo coins. Edit: also, why would Hong Lu not be able to reload? He reloads when using the defensive skill at 0 ammo, which turns the evade into a power counter. I think you may have mjssed the fact that Heathcliff being on the bench only empowers skill 2 and 3, skill 1 and evade are unaffected. Skill 1 does not have an empowered form and the counter is ammo related.

It says in heathcliffs snipe passive how he gains overwatch assignment. Also the melee support from heathcliff is why hong lu has the meele support move shown, its definitely not an alternative skill 1 especially because of the passive where everyone can use bullet attacks without ammo.

Basically you stall with heath's evade with random s1's (they spend the most ammo) using hong lu to do lots of damage towards stagger, THEN when heathcliff is out of ammo he activates overwatch assignment and will leave the battle giving hong lu extra skill slots, then use skill, counter, skill, skill, counter, skill to constantly be doing BIG damage with enhanced skills but also reloading for the damage passive and just to reload in general, then heathcliff comes back (i don't really understand how) and BOOM stagger, atelier round with HUGE poise and ammo damage passive OBLITERATING hp and then hong lu just carries from there

If it works similarly to the Devyats, Heath probably won't come back until one of your units die (assuming you only have 1 backup unit)
