Congress is why. Jobs in state where factories build them, keep the manufacturer in business to maintain ship building expertise, and lastly the Senators and Representatives and Admirals get kickbacks from the company

Why? To keep shipyards (read expertise and finances) available in the Gulf. Bad planning by the Navy and Congress. The Marinette shipyards are likewise building modified Freedom class ( what LCS could/should have been) for Saudi. I think the Saudi threw the Pentagon a bone on this. Future Constellation class work will be shared with the Gulf shipyards (without steel experience, only aluminum) to keep them open. Congress deemed the Constellation class will substitute US systems to replace foreign components and the ship is being built while the Navy still hasn’t finalized its plans to match a constantly changing perameter. The Constellation is a larger, more expensive “cluster f***” than the LCS, if that is even possible.
