Gohan wasnt using SSJ2 . He just went full power SSJ . SSJ2 has electricity around it . Also they weren't judging the universes on power levels . They were judging them by how many planets in those universes have mortals living there . Just remember this one thing . Its not based on how strong mortals in that universe are, only how many mortal reside in that universe . Thats why Universe's 1, 12, 5, and 8 are exempt from the Tournament . Because they have a LOT of mortals that populate their universe not less .

So this Buu isnt the 'same' as kid Buu or Super Buu. If you remember from Kai Kid Buu absorbed an elder Kai who was fat and super happy and good what it semi 'tamed' Buu's power and made him fat Buu. So this one isnt as strong as Kid was but still super strong took Vegita SSJ2, Gotanks SSJ, and Goku SSJ3 (which Goku said he couldv beat him but didnt). Sorry for the long comment just thought id attempt to explain a wee bit. Really enjoying the reactions :)

Mortal levels don’t mean how strong their fighters are, they relate to how well developed the entire universe is. Every person, every planet weighs in on the average. Here’s the ranking: Universe 7 mortal level probably sucks so much because Beerus kept sleeping for centuries while the elder Kai was locked away in the Z sword. Since Shin is extremely recent he hasn’t done much of anything to actually improve the mortal level. Things like Frieza and Buu did not help at all blowing up planets or wiping out populations regularly. Mortal Level of 7 or higher (Exempt from erasure) Rank #1: Universe 1 Rank #2: Universe 12 (Fun fact: The first alternate timeline was created by a Time Machine utilized by a mortal from an advanced civilization in this universe!) Beerus and elder kai being out of the picture allowed the likes of Freeza and kid buu to needlessly destroy many planets and either wiped out already developed life forms or prevented the formation of life forms that would have possibly been advanced enough at this point in time to boost the universe's score.

Hi Steph! Just to help clarify, the Supreme Kais and Gods of Destruction are equal to each other in rank. They're both tied to each other and both are needed to help their "rank" as stated by the Grand Priest. As others have mentioned in comments, it's not necessarily the power level of the fighters in a universe, but rather how developed/balanced worlds are in that universe. Because of Freeza, Majin Buu and even the Saiyans doing what they did in Universe 7, it contributed to the level being very low. While our Supreme Kai does get some blame, the majority of blame in this scenario would actually be more on Beerus. Had Beerus not been sleeping for so many years, not sealed up Elder Kai in the Z Sword and not allowed the likes of Freeza and Buu etc to destroy planets at will (almost resulting in the death of his Supreme Kai), Universe 7 might still have many more worlds that would prosper...and thus a higher level. The Kais are supposed to create life and watch over them to see how they do (as Lord Gowasu explained to Zamasu). If a world is not developing correctly or its inhabitants are causing issues to other worlds, it is then the duty of the gods of destruction to erase them. The cycle then continues. Universe 1, 5, 8 and 12 are exempt because their gods actually do their duty. The Supreme Kais help create civilizations to flourish and the GoD's calculate and destroy the unworthy ones. The difference between Super Saiyan and Super Saiyan 2 is that 2 has electricity around and Gohan Ultimate form is stronger than those 2 and 3 so he really doesn’t need to go to 3 cuz it burns up too much energy and his ultimate form doesn’t And remember Super Saiyan Blue is Super Saiyan added to super saiyan god and to become a super saiyan god you need to do the saiyan ritual (unless you’re Vegeta and is Goated ) from battle of gods

In case it hasn't been mentioned, or that comments get read, the 'average mortal level' isn't just about fighting strength. It's about overall development - which is why Kai Shin and Beerus were blaming each other. It's the Kai's job to foster development in worlds and it's the Destroyers job to weed out unworthy worlds that are bringing the average down - like planet Vegeta. in fact, the Saiyans were double dipping in tanking the average mortal level because they were actively committing genocide against peaceful and advanced species that could have raised it up. (Freeza's got a lot of blame to shoulder there as well).

Honestly the tie between Gohan and Lavender felt wrong to me. Sure Gohan collapsed but he was able to stand for a brief moment. Enough time to say "I won" before he collapsed. Then again these fights happen at lightspeed so something like him standing was probably for 2 seconds at most

Alot of people misunderstand what the Grand Priest says about Average Mortal Level. It has nothing to do with how powerful the people are in the universes are or how many warriors there are. Supreme Kais are suppose to create life and Destroyers are meant to destroy life, but the creation and destruction has to be co-operative in creating the most balance in the universe. Think of it as a balancing scale. If the scale has too much creation and not enough destruction, the mortal scale is too high and the universe become cluttered and over-populated and if there is more damage than production (more destruction than creation), than there's not enough production to demonsrate intersting results. It's kind of like a science experiment business. Grant Priest is the investor who hires the gods for experiments that will keep the Omni-King entertained. The Omni-King is the one with the ideas and he scraps ideas (erases universes) that are no longer interesting. I feel like the math they are doing is a scale ranging from 0-10 with 5 being in the center, so whoever is closest to 5 is more balanced and are thus exempt. Universe 9 is overpopulated because their Destroyer God Sydra is a pansy. Universe 7 however has the opposite problem. Where the drstruction side of the scale is heavier, decreasing how many mortals are in the Universe. This is because Supreme Kai is a pansy and inexperienced, he became Supreme Kai promptly after the death of Dakaioshin and his other 3 Supreme Kai apprentices as he was the only survivir, but never got to finish his training. In the meantime, many people have been destroying galaxies and planets while Beerus was asleep (Frieza and his force, Majin Buu, etc). So the mortal level is too low. The mortal levels in the 4 universes mentioned by Grand Priest as being exempt were the most balanced.

@StephReacts All I can say without spoiling anything is that if you look back at universe 7's past compared to universe 6 it makes sense, The saiyans of 6 are good and fight against evil so other worlds can prosper while universe 7 had evil saiyans who committed mass genocide, killed civilizations and sold planets, then came frieza who expedited all of that for his own gain, so yh they kinda messed up their universe by being selfish and evil

Universe 9 and 7 are rank the lowest in all 12 Universes because of how many mortals are in their Universe. There is no one decent who lives in Universe 9. They're all bad and selfish. Universe7 had a lot of bad guys like the sayians, Freeza, Cell, Majin Buu, etc. That destroy planets and galaxies. So that's why Universe 7 is ranked the second lowest.
